Towards a Just Energy Transition: Directorio Legislativo and Its Role in AERA




In the midst of a transformation of Argentina’s national energy model, the Argentine Renewable Energy Alliance (AERA) has established itself as a key platform for coordination between public and private sectors and civil society organizations.

Since its creation in 2010, AERA has promoted public debate around Law 26.190, which sets out a framework to promote the use of clean and renewable energy sources, with the goal of supplying at least 8% of national electricity consumption from renewable sources by 2016.

Directorio Legislativo played an active role in this multisectoral alliance, alongside institutions such as Fundación Avina, Fundación Vida Silvestre, INTI, the Argentine Wind Energy Association (AAEE), the Argentine Chamber of Renewable Energy (CADER), FOVISEE, and the Fundación Cambio Democrático, among others.

One of AERA’s major milestones was the publication of the report “Renewable Energy: Why Meeting the 8% Target by 2016 Should Be a Priority,” a document that received cross-party support from senators of the Frente para la Victoria (FPV), Unión Cívica Radical (UCR), and Propuesta Republicana (PRO). This political consensus underscored both the urgency and the feasibility of transitioning toward a more sustainable energy matrix.

This work included numerous meetings with legislators and direct participation in both public and private events. We closely collaborated on drafting and refining legislative texts—especially Law 26.190 (2006), which created the National Promotion Regime for the Use of Renewable Energy Sources.

Building on that foundation, we continued our strong advocacy efforts, which played a key role in the approval of Law 27.191 (2015), which expanded renewable energy targets in Argentina’s energy matrix, and Law 27.424 (2017), which created the Promotion Regime for Distributed Generation, allowing users to generate their own energy and feed surplus back into the grid.

Throughout this process, we coordinated working groups and dialogue spaces with technical experts, local authorities, and sector specialists, successfully overcoming regulatory barriers and fostering effective cooperation across sectors. A standout initiative was the Renewable Energy Forum, driven by AERA and led by Directorio Legislativo, which became a strategic space for bringing together members of Congress, the private sector, and civil society to enrich the debate surrounding the implementation of Law 27.191.
